Its the CPU that bothers me. I do have windows defender enabled, but no other antivirus/firewall programs installed. I can't remember the exact temperature but as soon as I would get the FPS drop I noticed the GPU temperature was something like 92°C. The Division suddenly started to stutter, which made it unplayable as the game didn't feel fluent at all.
